Split into rules/

Past a few hundred lines, split the monolith: a .claude/rules/ folder with one file per concern (listing-voice.md, fair-housing.md, comps.md). Claude pulls the relevant rules for the task at hand instead of hauling everything everywhere. Building a listing-description generator? It loads the voice and Fair Housing rules; a comps task loads the pricing rules.
